SECTION 1. Be it enacted by the General Assembly
of Maryland, That the clerk of Cecil county Cir-
cuit Court be and he is hereby ordered to record said
deed, or a certified copy thereof, in the land record
books of Cecil county aforesaid; and that said deed
shall be as valid and effective to convey the afore-
mentioned property of John Rumsey, in Cecil coun-
ty aforesaid, as if it had been recorded within the
time prescribed by law; Provided, nothing in this
act contained shall in any manner affect the rights
of bona fide purchasers or creditors without notice,
who may hare become so before the passage of this
act.

SEC. 2. And be it enacted, That this act shall
take effect from the date of its passage.

AN ACT to refund to the President and Directors of
the Washington County Bank, an over payment of
certain State taxes, on its capital stock erroneously
made in the year eighteen hundred and fifty three.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the Comptroller of the State be
and he is hereby authorised to issue his warrant to the
Treasurer, to refund to the President and Directors
of the Washington County Bank, the sum of one hun-
dred and twenty three dollars and thirty nine cents,
($123 39) an over payment of certain State taxes, on
its capital stock, erroneously made in the year eigh-
teen hundred and fifty three.
