Senator Goodman asked that the rules be suspended in order to report
the following bill and two-thirds of the Senators elected, voting in the
affirmative, the rules were suspended by yeas and nays as follows:

President, Bertorelli, Cole, Dean, Della, Dempsey, DiDomenico, Downey, Flanagan,
Friend, Goodman, James, Jewell, Malkus, Mason, Mattingly, Monroe, Mrs. Nock, North,
Northrop, Phipps, Phoebus, Ramsburg, Redden, See, Shipley, Turnbull, Weinroth,
Wheatley.                                                                                                     Total—29

Negative—None

The rules being suspended, Mr. Goodman for the City Senators,
reported favorably

House Bill No. 2—By the Baltimore City Delegation:

Subject: AUTHORIZING THE MAYOR AND CITY COUNCIL OF
BALTIMORE TO ISSUE CERTIFICATES OF INDEBTEDNESS NOT
TO EXCEED $15,000,000, THE PROCEEDS TO BE USED FOR NEW
SCHOOLS AND FOR ADDITIONS AND IMPROVEMENTS TO EXIST-
ING SCHOOLS, ETC.

Favorable report adopted.

The bill was read the second time and ordered passed to its third
reading.

Two-thirds of all the Senators elected, voting in the affirmative, the
rules were suspended by yeas and nays as follows, and bill put upon its
third reading and final passage.
