Article 4 of the Code of Public Local Laws of Maryland, title 'Baltimore
City', sub-title 'General Powers', said new paragraph to be known as
Paragraph 6 (23A), to follow immediately after Paragraph 6 (23) thereof
and to be under the new sub-heading Tensions for Policemen and Fire-
men', authorizing the Mayor and City Council of Baltimore to establish
and maintain a general system of pensions and retirement benefits for the
officers and employees of the Police Department and of the Fire Depart-
ment of Baltimore City, relating generally to the terms and conditions
applicable to said retirement system and providing that the provisions of
this Act shall be in addition to and not in substitution of any powers and
authorizations now conferred upon the Mayor and City Council of Balti-
more."
