for experimentation, testing or ferrying; provided, however, that the
Commission shall issue to each such manufacturer or dealer a general
and distinctive registration number for all aircraft under 30,000
pounds gross weight, which number must be carried in flight on such
aircraft in a conspicuous place to be designated by the Commission.
Such registration numbers shall be issued annually and shall be
applied for in the same manner as registration is applied for under
Sub-section (b) of this section. For each number so issued, the
Commission shall charge annually a fee of One Dollar ($1.00).
(g) (Exemptions; registration and certificate requirement.) The
provisions of this section shall not apply to the following:(l) (Pub-
lic Aircraft) Any aircraft owned by a State or political sub-division
thereof, or any aircraft of the United States government.
(2) (Non-resident aircraft.) Any aircraft having an habitual
situs or permanent base in another State, provided the registration
requirements of such State have been complied with, with respect to
such aircraft. Upon removal of the habitual situs or permanent base
of such aircraft to the State of Maryland, such aircraft may be oper-
ated in this State for a period of thirty days without compliance with
the other provisions of this section, and no longer. Nothing herein
shall exempt aircraft engaged in dusting or spraying within this
State (regardless of their situs or base) from the registration re-
quirements of this section.
(3) (Military and foreign aircraft.) Military aircraft of the
United States government or any aircraft licensed by a foreign
country with which the United States has reciprocal relations; pro-
vided, however that such aircraft shall not be engaged in any com-
mercial activity within this State.
(4) (Interstate and Foreign Commerce.) Any aircraft owned or
operated by an air carrier certified by or operating pursuant to
exemption authority from the Civil Aeronautics Board for carrying
of passengers, cargo or mail in interstate or foreign commerce.
(h) (Penalties.) Any aircraft found operating in the State of
Maryland in violation of any of the provisions of this section shall
be seized and held by the State Aviation Commission until the pro-
visions of this section have been complied with, and the person or
persons responsible for such illegal operation shall be subject to the
penalties prescribed by Section 33 (a) of this Article.
23. (Registration of Pilots [and Aircraft]; Requisites; Exemp-
tions.)
(a) (Pilot Registration; Fees.) Subject to the limitations of Sub-
sections (c) and (d) of this section, the Commission [is authorized
to] shall require that every individual who pilots an aircraft within
this State shall register annually with the Commission and shall give
notification of any change of address. The Commission may charge
for such registration, a fee not exceeding [One] Three Dollars.
(b) [(Aircraft Registration; Fees) Subject to the limitations of
Sub-sections (c) and (d) of this section, the Commission is author-
ized to require that every aircraft operating within this State shall
be registered with the Commission for each year in which the air-
craft is operated within the State. The Commission may charge for
