hereby enacted in lieu thereof, to stand in the place and stead of the
section so repealed; that Sections 23, 34 and 35 of said Article and
sub-title of the Code be and they are hereby repealed and re-enacted,
with amendments; and that Section 8 (41) be and it is hereby added
to Article 81 of said Code (1951 Edition and 1955 Supplement), title
"Revenue and Taxes", sub-title "What Shall Be Taxed and Where",
said new section to follow imediately after Section 8 (40) thereof,
and all to read as follows:

22. (Registration of Aircraft.) (a) (Aircraft Registration) All
aircraft operating over the lands and waters of this State shall be
registered annually with the Commission and a registration fee paid
as herein provided. No aircraft shall be issued a State registration
certificate that does not have an appropriate and, effective registration
or airworthiness certificate as issued by the United States Civil Aero-
nautics Authority, or similar Federal authority.

(b)   (Aircraft, registration application; fees) Applications for the
registration of aircraft shall be accompanied by a sworn statement
containing all of the information required by the Commission for such
registration.

Registration fees shall be payable annually on the first day of
August, and registration certificates for part of a year issued after
the first day of the following February shall be issued at the rate of
fifty (50) percentum of the annual fee. The fee shall be computed at
the rate of one and one-half cents (l 1/2c) per pound of manufacturer's
gross weight for the aircraft being registered; except that the annual
fee for any aircraft shall be not less than ten dollars ($10.00).

(c)   (Aircraft; transfer of registration.) Within 24 hours after
the sale of a registered aircraft, the purchaser thereof shall return
to the Commission the registration certificate of such aircraft, to-
gether with the date and place of sale or transfer, and his name and
address or residence, and shall simultaneously apply for the transfer
of the registration certificate. The fee for transfer of the regis-
tration certificate shall be One Dollar ($1.00).

(d)   (Aircraft; display of certificate of registration and insignia)
The State registration certificate issued by the Commission shall be
displayed at all times in a conspicuous place in the aircraft, as speci-
fied by the Commission. In addition, the aircraft shall display, while
in flight, the insignia as provided by the Commission, and the num-
ber assigned to it by the United States Civil Aeronautics Authority,
or similar Federal authority.

(e)  (Aircraft; commercial operations, airworthiness certificates.)
No aircraft shall be operated over the lands and waters of this State
unless it has an appropriate and effective airworthiness certificate as
issued by the United States Civil Aeronautics Authority, or other
similar authority.

(f)   (Aircraft of manufacturers and dealers.) Aircraft owned or
in the possession of aircraft manufacturers, aircraft engine mann-
facturers or aircraft dealers shall not be subject to the registration
and fee requirements of this section when (and only when) such air-
craft are held for or in process of sale or exchange or are used solely
