THEODORE R. McKELDIN, GOVERNOR                     949

Library of Frederick, provided that the annual grants from the
County Commissioners of Frederick County and the City of Fred-
erick, a municipal corporation, shall produce an aggregate annual
income available for the support of said institution equal to or
exceeding the financial standard as provided in Section 178 of this
sub-title, but the C. Burr Artz Library of Frederick and the funds
allotted to it hereunder shall be exempt from the supervision of the
State Superintendent of Schools and the Division of Library Exten-
sion; and the qualifications of the employees of the C. Burr Artz
Library of Frederick shall be those which may be established by
the Trustees of said Library; and the C. Burr Artz Library of
Frederick shall be the agency for the expenditure and administra-
tion of that portion of funds or materials received from the Federal
Government for library purposes which may be allocated to the
County Commissioners of Frederick County by the State Board of
Education, and the C. Burr Artz Library of Frederick shall be
exempt from the provisions of Sections 181 to 191, inclusive, of
this Article.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 583
(Senate Bill 363)

AN ACT to repeal and re-enact, with amendments, Section 77 of
Article 24 of the Code of Public Local Laws of Maryland (1930
Edition), title "Worcester County", sub-title "Election Districts",
as said section was amended by Chapter 292 of the Acts of 1949,
and to repeal Section 78 of said Article and sub-title, consolidat-
ing the present election districts No. 3 and No. 9 in Worcester
County to be known in the. future as Berlin District No. 3 and
repealing certain obsolete and outmoded provisions concerning
the division of the former election district No. 3 into precincts
and polling places.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 77 of Article 24 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Worcester County", sub-title "Elec-
tion Districts", as said section was amended by Chapter 292 of the
Acts of 1949, be and it is hereby repealed and re-enacted, with
amendments, and that Section 78 of said Article and sub-title, be
and it is hereby repealed, and all to read as follows:

77. Worcester County is divided into [nine] eight election dis-
tricts, and the said districts are named and numbered as follows:
Newton district, No. 1; Snow Hill district, No. 2; [East] Berlin
