(Senate Bill 320)

AN ACT to add Section 5 (X) to Article 25A of the Annotated
Code of Maryland (1951 Edition), title "Chartered Counties of
Maryland", sub-title "Enumeration of Express Powers", to follow
immediately after Section 5 (W) thereof, to empower chartered
counties to enact local laws dealing with storm drainage, the
creation of storm drainage districts, and to provide for the
financing of storm drainage projects.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Section 5 (X) be and it is hereby added to Article 25A of
the Annotated Code of Maryland (1951 Edition), title "Chartered
Counties of Maryland", sub-title "Enumeration of Express Powers",
to follow immediately after Section 5 (W) thereof, and to read as
follows:

5. (X)                                Storm Drainage

To enact local laws providing for the creation of a storm drainage
district or districts and the levying of taxes therein, the financing,
construction and maintenance of storm drainage projects, and the
regulation of storm drainage facilities.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to add a new section to Article 77 of the Annotated Code
of Maryland (1954 Supplement), title "Public Education", sub-
title "Public Libraries", said new section to be known as Seetion
195B and to follow immediately after Section 195A thereof, relat-
ing to funds for the C. Burr Artz Library and exempting said
library from the operation of certain laws.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new section be and it is hereby added to Article 77 of the
Annotated Code of Maryland (1954 Supplement), title "Public
Education", sub-title "Public Libraries", said new section to be
known as Section 195B and to follow immediately after Section
195A thereof, and to read as follows:

195B. The C. Burr Artz Library of Frederick shall be entitled
to benefits under Section 178 of this Article for the C. Burr Artz
