SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 32A be and it is hereby added to Article 2B of the
Annotated Code of Maryland (1951 Edition), title "Alcoholic Bev-
erages", sub-title "Local Licenses and License Provisions", said new
section to follow immediately after Section 32 thereof, and to read
as follows:

32A. The owner or owners of any premises regularly licensed for
horse racing in Harford County under the provision of Article 78B
of the Annotated Code or the concessionaire or catering agency on
such premises shall be empowered to secure a license for the sale of
beer and light wines within the territorial limits of such racing
premises during any day or days upon which racing is being regu-
larly conducted. No additional residential voting or other qualifica-
tions shall be required for the securing and use of such a license.
The license fee shall be Fifteen Dollars ($15,00) per day. Such a
license shall entitle the holder to sell at one or more outlets within
said premises. Except as specifically provided in this sub-section,
such licenses and licensees shall be subject to all latvs, rules and
regulations applicable to the sale of alcoholic beverages in Harford
County.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DAY OF ITS PASSAGE.

(House Bill 396)

AN ACT to repeal and re-enact, with amendments, Section 315 of
Article 43 of the Annotated Code of Maryland (1951 Edition),
title "Health", sub-title "Plumbing", and to add new Section 315A
to said Article, to follow immediately after Section 315 thereof,
relating to the Baltimore County Plumbing Board and to the
regulation of plumbing therein and relating to the fees chargeable
by the Board for plumber's licenses and renewals.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 315 of Article 43 of the Annotated Code of Maryland
