license shall be One Hundred and Fifty Dollars ($150,00) and the
licensee shall comply with the food sale requirements set forth in
Section 2 (p) of this Article.

(2) There shall be created in Harford County a "Class B-2 Restau-
rant License", which may be issued by the Liquor Control Board to a
licensee who has been operating his business establishment for one
year prior to the application for said license and who is, in the judg-
ment of said Board, equipped and stocked for the continued regular
sale of food to customers and guests. The cost of said license shall be
Two Hundred and Twenty-five Dollars ($225.00) and the licensee
need not comply with the food sale requirements set forth in Section
2 (p) of this Article.

(S) Such licenses will authorize the licensees to sell for consump-
tion on and off the premises brewed beverages as defined in this Article
with an alcoholic content by volume of no more than six per centum
and wine and other fermented beverages shall contain no more than
fourteen per centum by volume. "Off-sales" of such licensees shall be
limited to not less than six bottles or cans of brewed beverages and
shall not be made be made in quantities less than one-fifth of a gallon
for fermented beverages.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DAY OF ITS PASSAGE.

AN ACT to repeal and re-enact with amendments Section 15 (f) of
Article 2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages", sub-title "Beer and Light Wine Li-
censes", regulating generally the granting and use of licenses for
beer and light wines to clubs in Harford County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
