may be approved by said Board and Department of Health. At all
times there must be sufficient food on the premises for the regular
serving of meals, with a proper sign or signs in front of said establish-
ment designating "Restaurant", or food and beverages sold therein,
and not advertising any other business. In said establishment the
average gross monthly receipts from the sale of foods cooked or pre-
pared and served on the premises where the license is exercised, and
other foods, commodities and items defined by the Liquor Control
Board, must exceed fifty percent of the average monthly receipts from
the sale of beer and wine, except that no restaurant serving food and
beverages in Harford County whose gross monthly receipts from the
sale of food averages $1,500 or more shall be required to sell food and
food commodities in excess of 50% of the average monthly receipts
from the sale of beer and wine.

SEC. 2. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF THE MEMBERS ELECTED TO EACH OF THE TWO
HOUSES OF THE GENERAL ASSEMBLY, THE SAME SHALL
TAKE EFFECT FROM THE DAY OF ITS PASSAGE.

AN ACT to repeal and re-enact, with amendments, Section 14 (g) of
Article 2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages", sub-title "Beer and Light Wine Li-
censes", regulating generally the granting and use of "on-sale"
licenses for beer and light wines to restaurants in Harford County
and classifying such licenses.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 14 (g) of Article 2B of the Annotated Code of Mary-
land (1951 Edition), title "Alcoholic Beverages", sub-title "Beer and
Light Wine Licenses", be and it is hereby repealed and re-enacted with
amendments to read as follows:
14 (g) (Harford County)—(1) There shall be established in Har-
ford County a "Class B-1 Restaurant License" which may be issued by
the Liquor Control Board to bona fide restaurants. The cost of said
