(b) File with the commission an annual report for the preceding
calendar year; and such special reports, information, contracts and
records or copies thereof as the commission may direct. The com-
mission may require that documents filed under this section be under
oath.
(c) Furnish instrumentalities, utilities, services, and facilities
which are safe, adequate, just, and reasonable.
(d) Charge just and reasonable rates, in accordance with the pro-
visions of this Article, for the utility services rendered by it.
(e) Give notice to the commission within 30 days, or such time
as the commission may prescribe, of any accident in which the com-
pany is involved, which results in personal injury, property damage,
or loss of life. Such notice shall be in the form prescribed by the
commission, and shall not be admissible in evidence, or used for any
purpose against the company giving it, in any action for damages
arising out of any matter mentioned in the notice.
(f) Comply fully with all the requirements of this article and
refrain from violating any of the provisions of this article.
Carrier Companies
In General
28. (Interchange of Passengers and Freight.)
Every common carrier company shall afford reasonable, proper,
and equal facilities for the prompt interchange and transfer of pas-
sengers, and the prompt receipt and forwarding of property and
freight, between its lines and the lines of every other common carrier
company. No common carrier company shall discriminate, as between
other common carrier companies, in transferring, receiving or for-
warding passengers, property or freight to or from such other com-
mon carrier companies. No common carrier company, however, shall
be obliged to allow any other common carrier company to use its
tracks or terminal facilities.
29. (Long and Short Haul.)
Unless the commission orders otherwise, no common carrier com-
pany shall charge or receive an equal or greater compensation in the
aggregate for the transportation of passengers or of a like kind of
property under substantially similar circumstances for a shorter dis-
tance than for a longer distance over the same line and in the same
direction which includes the shorter.
30. (Tariff Schedules.)
(a) The form of tariff schedules which the commission shall pre-
scribe for common carriers shall be as nearly as practicable the same
as that required for the particular kind of carrier by the Interstate
Commerce Commission.
(b) In addition to such other matters and things as the commis-
sion may require, the tariff schedules of every common carrier com-
pany shall show: (1) all the current rates, fares and charges (includ-
ing those specified in section 25 (b)) for the transportation of pas-
sengers or property and freight within this State, (i) between each
point on its route and all other points on every route owned by it, and
