12C. Special provision for Prince George's County.

The board of education for Prince George's County shall be com-
posed of seven persons, at least [two] three of whom shall be mem-
bers of that political party which polled the second highest number
of votes in the most recent gubernatorial election in the State. The
Governor shall appoint to said board seven persons who are citizens
of Prince George's County. Of the persons first appointed, five shall
have terms of one, two, three, four and five years, respectively, and
the other two shall have terms of six years, all dating from the first
Monday in May, 1953. Those persons who are members of the board
of education for Prince George's County immediately prior to June 1,
1953, shall be included among the appointees as provided in this
section for a period of years respectively equal to the unexpired
portions of the terms they are then serving. As of the first Monday
in May in each year after 1953, the Governor shall appoint a person
or persons to fill the vacancies then expired. Except as in this section
specified, the provisions of § 6 hereinabove shall continue to apply to
the board of education of Prince George's County.

SEC. 2. And be it further enacted, That nothing in this Act shall
be construed or applied to affect or change the tenure of office of any
member of the present board of education for Prince George's County.
It is the legislative intent that the Governor shall implement this Act
as soon as a vacancy exists on the board in regular and due course.

SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS ACT
IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AND NECESSARY FOR THE IMMEDIATE PRESERVATION
OF THE PUBLIC HEALTH AND SAFETY, AND HAVING BEEN
PASSED BY A YEA AND NAY VOTE SUPPORTED BY THREE-
FIFTHS OF ALL THE MEMBERS ELECTED TO EACH OF THE
TWO HOUSES OF THE GENERAL ASSEMBLY, THE SAME
SHALL- TAKE EFFECT FROM THE DATE OF ITS PASSAGE.
