said new sections to be known as Sections 29A to 29E, inclusive,
to follow immediately after Section 29 thereof and to be under the
new sub-title "Dog Control", providing for the annual anti-rabies
vaccination for all dogs at the owner's expense, WITH CERTAIN
EXCEPTIONS, the issuance of tags and the keeping of records of
the same, providing for the enforcement thereof and to provide
penalties for the violation thereof in Wicomico County, and

PROVIDING FOR THE EFFECT OF THIS ACT UPON AR-
TICLE 56 OF THE CODE.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That five new sections be and they are hereby added to Article 23
of the Code of Public Local Laws of Maryland (1930 Edition), title
Wicomico County", said new sections to be known as Sections 29A
to 29E. inclusive, to follow immediately after Section 29 thereof, to
be under the new sub-title "Dog Control", and to read as follows:

Dog Control

29 A. The owners of all dogs in Wicomico County shall have their
dog or dogs vaccinated with an anti-rabies vaccine approved by the
Maryland State Board of Agriculture, during the month of July of
each year hereafter or at such period as may be designated by the
Maryland State Board of Agriculture, said vaccination to be admin-
istered by a licensed veterinarian who shall be paid by the owner of

TWO DOLLARS ($2.00) for each dog so vaccinated, provided, how-
ever, no veterinarian shall make a charge for said vaccine. Any per-
son bringing a dog into Wicomico County from any other County or
State shall impound said dog or keep said dog on a leash for a period
of thirty (30) days thereafter, unless said owner can furnish satis-
factory evidence to the enforcement officer, hereinafter provided for
in this sub-title, that said dog has been vaccinated within thirty (30)
days from the time of entry into said Wicomico County. Any person
bringing said dog into Wicomico County shall within ten (10) days
thereafter have said dog vaccinated as provided above, even during
the time prescribed for impounding said dog or keeping the same on
a leash,
; PROVIDED THAT NOTHING HEREIN SHALL BE
CONSTRUED TO REQUIRE THE VACCINATION OF DOGS
BROUGHT INTO WICOMICO COUNTY FOR A PERIOD OF NOT
OVER FIVE (5) DAYS FOR FIELD TRIALS, DOG SHOWS OR
EXHIBITS.

29B. The County Commissioners of Wicomico County shall pre-
pare and furnish annually to all licensed veterinarians in Wicomico
County or to those regularly engaged in the practice of veterinarian
medicine in Wicomico County, metal tags to be given to the owner
for each dog so vaccinated. Said tags shall be of metal, bear the
year, a statement "Rabies Vaccine, Wicomico County"', and a num-
ber, all of which shall be stamped on the face of the tag. Each vet-
erinarian shall fill out a form in triplicate for each dog vaccinated
hereunder, which forms shall be furnished by the County Commis-
sioners, said forms to set forth the name of the owner, the owner's
address, the number of the tag issued, the name and breed of the
dog. When filled in, one copy of the form shall be retained by the
veterinarian, one copy shall be given to the owner of the dog, and the
original shall within ten (10) days after the vaccination be for-
