66.    The County Commissioners of Harford County shall direct
the operation of the County Almshouse, and shall make such ordi-
nances, rules and by-laws for the direction, government and support
of the Almshouse, and for its cleanliness and maintenance; and
the care of such persons committed thereto, as they may think
proper.

67.    They may direct the admission of any person to said Aims-
house, and shall (provide that those being admitted shall pay to the
County any funds, income or property which the admittees may
possess, to the extent the said Commissioners may decide.

68.    They shall appoint a competent person as overseer of the
Almshouse, who shall have charge and custody of the Almshouse
lands, goods and chattels purchased for the use of the poor of the
County, and shall care for those admitted to the Alshouse;
ALMS-
HOUSE; and he shall perform all the duties which may be required
of him in relation to the operation of the Almshouse and the care of
those admitted thereto. He may be removed by the Commissioners at
pleasure and a successor appointed. His salary shall be fixed from
time to time by the said Commissioners.

69.    Before acting as such he shall give bond to the State of
Maryland in the penalty of two thousand dollars, with security
approved by the County Commissioners, and with condition that
he shall well and faithfully perform the duties of overseer of the
Almshouse, and shall well and faithfully account for all property,
money, goods and chattels, which may come to his hands or posses-
sion, as such overseer.

70.    The Commissioners, or the overseer under their direction,
shall keep an account of all articles sold and purchased by them or
him on their account at or for the Almshouse, stating therein the
articles sold and the price received, the articles purchased, the price
paid or to be paid and from whom purchased, and the same shall
be verified by the oath of the overseer. They shall cause a list of
those in the Almshouse to be kept continuously, stating the name
of each, when he or she came, and when he or she left or died. The
omission to maintain the aforesaid accounts or lists, shall be deemed
a misdemeanor, and the overseer or Commissioners, or any of them,
guilty thereof, shall be subject to indictment in the Circuit Court
for Harford County.

71.    The overseer may compel any inmates of the Almshouse to
work, if of sufficient ability to do so. He shall account semi-annually
with the County Commissioners, or oftener if required, and shall
in such accounts state, under oath, all the sales and purchases made
by him, and such other matters relating to the poor, the Almshouse,
or his duties as overseer, as the County Commissioners may from
time to time require.

72.    The County Commissioners may, and some of them shall,
from time to time, inspect the Almshouse and farm attached, and
