sub-title "Public Works"; and to repeal Sections 26 to 30, inclu-
sive, of said Article 31, sub-title "Refunding of Indebtedness",
repealing entirely two sub-titles concerning public indebtedness
and the sections contained therein, all such material being obso-
lete, and specifying the results and effect of such repealing.
WHEREAS, at the Special Session of the General Assembly of
1933, and at subsequent sessions there was enacted the laws con-
cerning extraordinary powers of borrowing money under the pro-
visions of the National Industrial Recovery Act which became effec-
tive on June 16, 1933; and
WHEREAS, at the 1933 Special Session of the General Assembly
there also was enacted a law concerning temporary powers as to
the refunding of indebtedness by certain political sub-divisions in
this State, said powers to be effective from March 1, 1933, until
June 1, 1935; and
WHEREAS, all of these laws are contained in Sections 8 to 30,
inclusive, of Article 31 of the Annotated Code of Maryland and
now being obsolete and of no further use should be repealed; now
therefore
SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 8 to 25, inclusive, of Article 31 of the Annotated
Code of Maryland (1951 Edition), title "Debt—Public", sub-title
"Public Works", be and they are hereby repealed.
SEC. 2. And be it further enacted, That Sections 26 to 30, inclu-
sive, of said Article 31, sub-title "Refunding of Indebtedness", be
and they are hereby repealed.
SEC. 3. And be it further enacted, That the repeal of the said
two sub-titles specified in Sections 1 and 2 of this Act shall in no
way impair or affect the validity of any outstanding obligations
issued pursuant to the authority of either of said respective sub-
titles.
SEC. 4. And be it further enacted. That this Act shall take effect
June 1, 1955.
