County Code (1948 Edition), being Article 3 of the Code of Public
Local Laws of Maryland, title "Baltimore County", sub-title "Title
13. Juries", sub-heading "Method of Selection", to follow immediately
after Section 170 thereof, and to read as follows:
170A. The Circuit Court for Baltimore County may, in its dis-
cretion, discharge a jury originally drawn for a particular term of
court and select in its place another jury to serve for the remainder
of that term, and in its discretion to draw cm additional jury to serve
simultaneously with any originally drawn jury or any jury replacing
any originally drawn jury.
SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety, and having been passed by
a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.

AN ACT to add new Sections 277A through 277E to the Code of
Public Local Laws of Baltimore County (1948 Edition), being
Article 3 of the Code of Public Local Laws of Maryland, title
"Baltimore County", to follow immediately after Section 277 there-
of and to be under the new sub-title "Title 22A. Public Safety",
relating to the powers and duties of the Department of Public
Safety and to public safety in Baltimore County.
SECTION 1. Be it enacted by the General Assembly of Maryland,
That new Sections 277A through 277E be and they are hereby added
to the Code of Public Local Laws of Baltimore County (1948 Edi-
tion), being Article 3 of the Code of Public Local Laws of Maryland,
title "Baltimore County", to follow immediately after Section 277
thereof, to be under the new sub-title "Title 22A. Public Safety", and
all to read as follows:
277A. The County Commissioners of Baltimore County are hereby
authorized and enabled to create a Department of Government within
Baltimore County to be known as the Department of Public Safety.
Said department, when created, shall supervise and embrace the
functions of the Police, Fire and Civilian Defense Departments, the
operation and maintenance of the County Jail, the regulation of
traffic and the promotion of highway safety, and such other duties
and functions as the Board of County Commissioners of Baltimore
County may prescribe from time to time.
