277B. The Department of Public Safety, when created, shall be
directed by a qualified person to be appointed by the Board of County
Commissioners and to be known and designated as the Director of
Public Safety. It shall be his duty, with the approval of the Board of
County Commissioners, to prescribe the qualifications and other
desirable and necessary rules and regulations pertaining to the em-
ployment, promotion and discharge of policemen, firemen, County Jail
personnel, traffic engineers, and any and all other County personnel
as may from time to time be attached to the Department of Public
Safety.
277C. The Director of Public Safety may in his discretion, with the
approval of the County Commissioners, organize and re-organize,
where deemed necessary, the functions of his department and the
standards and performance of duties to be performed by the personnel
attached thereto.
277D. The salary of the Director of Public Safety shall be estab-
lished by the Board of County Commissioners, and the County Budget
shall provide for the expenses and maintenance of the Department of
Public Safety. The term of office of the Director of Public Safety
shall be four years and shall expire on the Slst day of May in the year
following the election of the Board of County Commissioners.
277E. Upon creation of the Department of Public Safety and the
promulgation of rules and regulations by the Director thereof, all
previous acts, rules and regulations found to be inconsistent with the
provisions of this and the preceding sections of this sub-title, or any
rules and/or regulations adopted pursuant thereto, shall be declared
invalid to the extent of such inconsistency.
SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

(House Bill 840)
AN ACT to repeal and re-enact, with amendments, Sections 92A and
92B of Article 52 of the Annotated Code of Maryland (1951
Edition), title "Justices of the Peace", sub-title "Trial Magis-
trates System", as said sections were enacted by Chapter 151
(H. B. 289) of the Acts of 1955, providing that the Judges of the
People's Court of Montgomery County shall be appointed as of
June 15, 1955, and relating to the authority of the Judges of the
People's Court of Montgomery County to suspend sentences and
costs of cases within their jurisdiction.
