1266                             JOINT RESOLUTIONS

WHEREAS, From time to time serious complaints have been raised
by hundreds of citizens of the State of Maryland over the very
stringent Federal regulations governing duck hunting; and

WHEREAS, In the opinion of these citizens of Maryland the Federal
regulations are entirely too rigid and are not designed to promote
the sport of duck hunting; and

WHEREAS, It is the feeling of the members of the General Assembly
of Maryland that these regulations could be modified without work-
ing any harm upon good conservation and hunting practices; now,
therefore, be it

Resolved by the General Assembly of Maryland, That this body
makes the following suggestions:

1.   That baiting be allowed 200 yards from a duck blind;

2.   That the State of Maryland be placed in the southeastern zone
rather than in the northern zone;

3.   That the retrieving of crippled ducks be permitted with the use
of an outboard motor; and

4.   That the bag limit be adjusted to be in conformity with other
areas; and be it further

Resolved, That in the opinion of the members of the General
Assembly of Maryland these changes in the regulations applicable to
duck hunting in this State would do much to promote the sport with-
out harming good conservation practices; and be it further

Resolved, That the Secretary of State of Maryland be instructed
to send copies of this resolution under the great seal of Maryland
to each member of the Maryland delegation in the Congress of the
United States, to the Director of the Fish and Wild Life Service in
Washington, D. C. and to Mr. Ernest Vaughn, Director of the Mary-
land Department of Game and Inland Fish.

Council as a member ex officio of the State Planning Commission
to report to the Council as to the Planning Commission's studies
and recommendations concerning capital improvement projects.

WHEREAS, By the laws of this State the State Planning Commis-
sion is required to review proposals for major public improvements
