and to make recommendations thereon following a study of every
such proposal; and
WHEREAS, It would be most helpful to the members of the General
Assembly if some opportunity were afforded whereby members of the
Legislature could study these proposals in advance in order to be
able to act upon them with more judgment and foresight at the time
the Governor's capital improvement program is presented to the
General Assembly; and
WHEREAS, There is a splendid possibility now existing for some of
the members of the General Assembly to secure this information
from time to time by reason of the fact that the Chairman of the
Legislative Council is ex off icio a member of the State Planning Com-
mission and therefore eligible to attend the meetings and participate
in the studies of the Planning Commission; now therefore be it
Resolved by the General Assembly of Maryland, That the Chair-
man of the Legislative Council in his capacity as a member ex off icio
of the State Planning Commission be requested to report to the
Council from time to time concerning the proposals advanced for
major public improvements and also the study given to these pro-
posals and any recommendations made by the State Planning Com-
mission; and be it further
Resolved, That the Legislative Council be requested to supply to
all members of the General Assembly any such information as in its
judgment may be of interest to the entire membership of this Body.

Joint Resolution requesting the County Commissioner of Cecil
County to appoint a Committee of citizens to study and promote
the industrial potentialities of said County, and providing for an
appropriation for certain expenses.
WHEREAS, the great residential growth of Cecil County in recent
years has not been balanced by a corresponding industrial develop-
ment; and
WHEREAS, in order to increase the basis for taxation, provide job
opportunities for citizens and stimulate commerce, new industries
must be encouraged to locate in Cecil County; and
WHEREAS, Cecil County is strategically located in a market area
whose potential is unlimited, with two major railroads and two major
highway arteries, passing through the length of the County; and
