WHEREAS, On that day, Mr. McCain was elected President of the
Association of Highway Officials of the North Atlantic States, this
being an important professional organization devoted to the science
of road building; and
WHEREAS, This honor accorded to Mr. McCain followed closely
upon his election on March 1, 1955, as a member of the Board of
Directors of the American Association of State Highway Officials,
a country-wide professional group representing all State highway
and road officials; and
WHEREAS, The members of the General Assembly are pleased to
congratulate and commend Mr. McCain for such recognition of the
important and vital part he has taken in the leadership of road and
highway activities not only in the State of Maryland but also in
bringing his talents and abilities to the forefront among all highway
officials in the country; and
WHEREAS, Mr. McCain has served on the State Roads Commission
longer than any other appointee in the history of the State, having
been appointed originally by Governor O'Conor, continued in mem-
bership by Governor Lane and made Chairman of the Commission
by Governor McKeldin; and
WHEREAS, He has demonstrated on many occasions a thorough
familiarity with the problems and hopes of the State Roads Com-
mission and a deep and noted devotion to his work and the welfare
of the State of Maryland; now therefore be it
Resolved by the General Assembly of Maryland, That this body
congratulates and commends the Honorable Russell H. McCain upon
the occasion of his having been elected President of the Association
of Highway Officials of the North Atlantic States and as a member
of the Board of Directors of the American Association of Highway
Officials; and be it further
Resolved, That the Secretary of State be and he is hereby instructed
to send copies of this Resolution to the Honorable Russell H. McCain,
the State Roads Commission of Maryland, the Governor of Mary-
land, the Association of Highway Officials of the North Atlantic
States and the American Association of State Highway Officials.
