highway arteries, with a third under construction, passing through
the length of the county; and
WHEREAS, Harford County offers great opportunity for industrial
development because of its strategic location between Baltimore and
Philadelphia; and
WHEREAS, recent studies show that Harford County is one of the
most rapidly growing counties in Maryland from a population stand-
point; and
WHEREAS, these and many other features which should attract in-
dustries to the county have not been sufficiently brought to the
attention of the many industries throughout the nation which are
planning for expansion and relocation; now therefore be it
Resolved by the General Assembly of Maryland, That the County
Commissioners of Harford County be and they are hereby requested
to appoint, before July 1, 1955, a Committee of eleven members to
serve for a period of two years, without compensation, to be called
the Harford County Industrial Development Committee, and the said
County Commissioners shall designate a temporary chairman; and
be it further
Resolved, That in selecting the members of said Committee the
County Commissioners shall, insofar as is possible, appoint repre-
sentatives of the interests particularly concerned with transportation,
public utilities, manufacturing, business, agriculture, labor, real
estate, construction, banking, finance and a member of the General
Assembly so as to insure the maximum degree of coordination of all
efforts to accomplish the purposes of this resolution; and be it further
Resolved, That said Committee shall upon call of the temporary
chairman meet promptly after its appointment for the purpose of
organization and the creation and assignment of work to members
of said Committee. Said Committee shall proceed to assemble infor-
mation on the industrial potentialities of Harford County and shall
formulate a program directed toward an effective industrial develop-
ment plan designed to improve the County's economy, consistent with
harmonious and orderly growth. The Committee shall after the
formulation of such a program, disseminate pertinent information
to appropriate sources, with a view of encouraging and promoting
industries to locate in Harford County; and be it further
Resolved, That said Committee shall collaborate and coordinate its
activities with the Aberdeen, Bel Air, and Havre de Grace Chambers
of Commerce, the Service Clubs in said County, the Harford County
Planning Commission, the Board of County Commissioners, and any
other organizations and agencies; and be it further
Resolved, That said Committee shall report to the Board of County
Commissioners by December 1st of each year during its term, said
reports to contain results of said Committee's investigation, study,
and efforts to attract new industry into the County and any pertinent
recommendations; and be it further
