for the welfare and benefit of the citizens of Maryland, requires
prompt study; and
WHEREAS, The insufficient supply of water is dramatically por-
trayed in the difficulties which may be experienced by Baltimore
City and its adjacent areas in securing an adequate supply of public
drinking water; and
WHEREAS, In addition to this recent development, there has been
a long-time trend in the State of Maryland toward an insufficiency
of water for industrial and agricultural uses, leading to many re-
quests for study of the best means of securing DEVELOPING new
water resources and also of utilizing most efficiently the present sup-
plies; and
WHEREAS, THERE IS IMMEDIATE NEED TO DETERMINE
A POLICY OF WATER DISTRIBUTION AMONG ALL CLASSES
OF USERS; AND
WHEREAS, The problem is of sufficient difficulty and its solution
of such immediate interest as to justify the appointment of a special
commission to consider and report upon it; now, therefore be it
Resolved by the General Assembly of Maryland, That the Gover-
nor, the President of the Senate and the Speaker of the House of
Delegates be requested to appoint a special commission to study the
water resources problem in Maryland; and be it further
Resolved, That on this commission, there shall be appointed four
persons representing agricultural interests, including a representa-
tive from the Maryland farm Bureau, a representative from the
Maryland State Grange, the President of the Maryland Association
of Soil Conservation District Supervisors and the Chairman of the
Maryland State Soil Conservation Committee; four persons "repre-
senting industrial interests, including representatives from the Balti-
more Association of Commerce, the Cumberland Chamber of Com-
merce, the Frederick Chamber of Commerce and the Maryland
Packing Industry; four persons representing municipal and public
health interests, including representatives from the Maryland
Municipal League, the Association of County Commissioners, the
State Board of Health and the Director of the Department of
Geology, Mines and Water Resources; four persons representing
sporting and recreational interests, including a representative from
the Maryland State Division of the Isaac Walton League, a repre-
sentative of the League of Maryland Sportsmen, the Director of the
Department of forests and Parks and the President of the Maryland
Travel Council; and four members of the General Assembly of Mary-
land, one representing agricultural interests, one representing indus-
trial interests, one representing municipal and public health inter-
ests and one representing sporting and recreational interests; and
be it further
Resolved, That the Governor be requested to allot funds to this
commission from contingent monies at his disposal, in order that the
commission may publish its findings and report; and be it further
