491. It shall be unlawful for any person,

EXCEPT WITH
THE EXPRESS PERMISSION OF A PARENT OR GUARDIAN
OF SUCH MINOR. Any person violating this section shall on con-
viction thereof pay a fine of not less than Fifty nor more than Two
Hundred Dollars, together with the costs of prosecution; and upon
failure to pay said fine and costs shall be committed to jail and con-
fined therein until such fine and costs are paid, or for the period of
sixty days, whichever shall first occur , PROVIDED, HOWEVER,
THAT THE PROVISIONS OF THIS SECTION SHALL NOT
APPLY TO A MEMBER OF ANY ORGANIZED MILITIA IN
MARYLAND, WHEN SAID MEMBER IS ENGAGED IN SUPER-
VISED TRAINING, MARKSMANSHIP ACTIVITIES OR ANY
OTHER PERFORMANCE OF HIS OFFICIAL DUTY. AND PRO-
VIDED FURTHER THAT NONE OF THE RESTRICTIONS OR
LIMITATIONS CONTAINED HEREIN SHALL APPLY TO ANY
ADULT OR QUALIFIED SUPERVISOR OR INSTRUCTOR OF
A RECOGNIZED ORGANIZATION ENGAGED IN THE IN-
STRUCTION OF MARKSMANSHIP.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 92

(Senate Bill 139)

AN ACT to repeal and re-enact, with amendments, Section 273 (a)
of Article 77 of the Annotated Code of Maryland (1951 Edition),
title "Public Education", sub-title "Free Scholarships", sub-head-
ing "How Awarded", and to add anew sub-section (c) to said
Section 273, to follow immediately after Sub-section (b) thereof,
providing for the method of appointment as to certain scholar-
ships awarded by the State Senator from Harford County, and
correcting an error therein.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Section 273 (a) of Article 77 of the Annotated Code of Mary-
land (1951 Edition), title "Public Education", sub-title "Free
Scholarships", sub-heading "How Awarded", be and it is hereby
repealed and re-enacted, with amendments, and that a new sub-
section (c) be and it is hereby added to said Section 273, to follow
immediately after Sub-section (b) thereof, and all to read as
follows:

273. (a) All scholarships to Blue Ridge College, Charlotte Hall,
Maryland Institute, St. John's College, St. Mary's Female Seminary,
