126                               LAWS OF MARYLAND                         [CH. 93

Washington College and Western Maryland College to which the
Senatorial 1st, 2nd, 4th, 5th and 6th Districts of Baltimore City and
Allegany, Anne Arundel, Washington, St. Mary's, Calvert, Caroline,
Carroll, [Harford,] Talbot, Frederick, Somerset, Charles, Worcester,
Wicomico, Howard, Cecil, Garrett, Kent, Queen Anne's and Dor-
chester Counties are entitled under the preceding sections of this
sub-title, or under any other provision of law, shall be awarded by
the State Senator of the Legislative District and of Allegany, Anne
Arundel, Washington, St. Mary's, Calvert, Caroline, Carroll, [Har-
ford,] Talbot, Frederick, Somerset, Charles, Worcester, Wicomico,
Howard, Cecil, Garrett, Kent, Queen Anne's and Dorchester Counties
entitled thereto. The said scholarships shall be awarded only after
competitive examinations supervised by the Board of School Com-
missioners of Baltimore City and the Boards of Education of the
respective Counties but said examination questions shall be prepared
and papers graded by the respective institutions, and from the list
of successful applicants passing said examinations, the said list to
be furnished to the respective Senators by the respective institutions
with the grade of each applicant. Provided, however, that the said
respective Senators, in making said appointments, shall take into
consideration the financial condition of the parents or guardians
of the several applicants, and no applicant whose parents or
guardians are able to pay said tuition and/or board shall be ap-
pointed. All laws inconsistent with the provisions of this section are
hereby repealed to the extent of such inconsistency.

(c) All such scholarships from Harford County shall be awarded
by the Board of Education of Harford County after a competitive
examination supervised and graded as provided hereinabove in this
section, taking into consideration the financial condition of the par-
ents or guardian of the applicant.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

CHAPTER 93
(Senate Bill 143)

AN ACT to repeal Section 270 of Article 77 of the Annotated Code
of Maryland (1951 Edition), title "Public Education", sub-title
"Free Scholarships", sub-heading "Blue Ridge College", and to
repeal and re-enact, with amendments, Section 273 (a) of said
Article and sub-title, sub-heading "How Awarded", removing
from the laws concerning free scholarships the name of Blue
Ridge College, the Charter of which has been annulled since
1943, and correcting an error therein.

WHEREAS, the Charter of Blue Ridge College was annulled by
proclamation of the Governor of Maryland on October 25, 1943;
and
