Resolved by the General Assembly of Maryland, That a seven-
member Commission on Federal Aid for Rural Water and Sewerage
facilities be appointed by the Governor, said Commission to study-
all aspects involved in obtaining Federal AND/OR STATE aid for
rural water and sewerage facilities and to report its findings, together
with any recommendations it may have, to the Legislative Council
and to the members of the General Assembly on or before October
1, 1955; and be it further
Resolved, That the Governor be requested to allocate a sum in the
Supplemental Budget to finance an adequate and effective study by
the Commission; and be it further
Resolved, That a copy of this Resolution be sent to the Governor.

Senate Joint Resolution requesting the Legislative Council to study the
subject matter of Senate Bill No. 323, relating to the distribution
of funds by the State to local sub-divisions.
WHEREAS, Senate Bill No. 323 proposes to restrict the amount of
funds that are collected by the State of Maryland and then re-distri-
buted to the various sub-divisions of the State; and
WHEREAS, This plan of sharing certain State funds with the sub-
divisions was established by the Sherbow Commission in 1947, which
Commission envisaged that after the passage of a number of years,
the plan for sharing of the State's funds should be re-examined in the
light of then existing conditions; and
WHEREAS, Since 1947, there has been no re-examination of the
soundness or wisdom of continuing this distribution of funds, a,nd
furthermore, there has been a change in the relative financial stand-
ing of the State to the political sub-divisions, that where formerly a
surplus of State funds existed there now is a shortage of State revenue
and the political sub-divisions now have greatly increased funds for
their needs; and
WHEREAS, It is felt that the question of distribution and sharing of
funds with the sub-divisions be re-examined; now therefore be it
Resolved by the General Assembly of Maryland, That the Legis-
lative Council be requested to study the subject matter of Senate Bill
No. 323, and review the distribution of State funds among the political
sub-divisions, such study to be undertaken with the cooperation of
