1248                             JOINT RESOLUTIONS

a discrimination and they are of the opinion that the hunters of this
State should be treated at least the same as the hunters in other States
in the same fly-way; and be it further

Resolved by the General Assembly of Maryland, That the Director
of Fish and Wildlife Service, United States Department of Interior
be, and he is hereby requested to grant unto Maryland the maximum
daily bag limits for the taking of wild water fowl as are granted in
other states in the Atlantic fly-way; and be it further

Resolved, That the Secretary of State be directed to send copies of
this Joint Resolution, under the Great Seal of the State of Maryland,
to the Director of Fish and Wildlife Service, United States Depart-
ment of Interior, Washington, D. C.

(Senate Joint Resolution 15)

Joint Resolution establishing a Commission on fodoral Aid for Rural
Water and Sewerage facilities, to study the possibility and desir-
ability of obtaining Federal AND/OR STATE financial aid for the
construction and maintenance of additional water supply and sewer-
age disposal facilities in rural areas of this State.

WHEREAS, During recent years there has been a large increase in
the population of the State of Maryland; and

WHEREAS, Said increase has been occasioned, at least in part, by
families of members of the Armed forces and Federal employees
seeking living accommodations in the vicinity of their duty assign-
ments; and

WHEREAS, A substantial portion of said large increase in popula-
tion has settled in areas heretofore completely rural in nature and
accommodations; and

WHEREAS, Said influx of new homes and families into areas of a
rural nature has created many and severe problems of sewerage dis-
posal and sanitation; and

WHEREAS, The problems and conditions mentioned above are re-
lated directly to, and are inseparably joined with the public health,
safety and welfare of the citizens of this State and of the United
States; and

WHEREAS, The only remedies to the problems and conditions set
out above involve large construction projects and substantial expen-
ditures of money, the latter in particular being far beyond the fin-
ancial abilities of said rural counties; now therefore be it
