THEODORE R. McKELDIN, GOVERNOR                  1247

The members of the General Assembly of Maryland are anxious
to encourage this unique research program which is producing in-
formation for the saving of many lives and the reduction of the
number of injuries in future accidents; now therefore be it

Resolved by the General Assembly of Maryland, That the sincere
commendations of this Body be extended to the Department of
Maryland State Police, the Maryland Traffic Safety Commission, the
Chief Medical Examiner and the Medical and Chirurgical faculty of
the State of Maryland; and be it further

Resolved, That the Secretary of State be instrutced to send copies
of this Resolution under the Great Seal of the State of Maryland to
the Department of Maryland State Police, the Maryland Traffic
Safety Commission, the Chief Medical Examiner and the Medical and
Chirurgical faculty of the State of Maryland.

(Senate Joint Resolution 14)

Joint Resolution requesting the Director of the Fish and Wildlife
Service, United States Department of Interior, to grant unto the
State of Maryland the maximum bag limits for wild water fowl
as are granted to other states in the Atlantic fly-way.

WHEREAS, the State of Maryland has been placed in the Atlantic
fly-way in regards to wild water fowl, along with other Eastern states
located on or close to the Atlantic Ocean; and

WHEREAS, during the last .hunting season the State of Maryland
was allowed only four ducks per hunter per day while the other states
in the Atlantic fly-way from, and including, the State of New Jersey
northward were granted eight ducks per hunter per day, providing
that four of said ducks were of the variety known generally as greater
scaup and locally as Bay blackheads; and

WHEREAS, it is generally recognized that this variety of wild ducks,
namely scaup or blackheads, frequent the water of the Chesapeake
Bay and its tributaries as well as the waters of those states who have
been given increased bag limits during the past season; and

WHEREAS, it is generally recognized that the Chesapeake Bay area
represents one of the greatest concentrations of wild water fowl of
all species, including said scaup and many other varieties of wild
ducks, as well as Canada geese, and yet the daily bag limit on said
ducks and geese was at the very minimum level of all states in the
United States during the last hunting season; and

WHEREAS, the overwhelming majority of our hunters and sports-
men have considered last season's Federal regulations an inequity and
