shall be under and subject to the authority of the County Roads
Board and shall have charge of making surface plats, profiles and
specifications for the grading, drainage, maintenance, repair and
reconstruction of the public roads, bridges, drains, water courses,
public landings, culverts, ferries, curbing and guttering in the County
and also shall do or supervise the doing of all necessary engineering
and other work in connection therewith. He shall receive such salary
and payable in such manner as the County Roads Board shall deter-
mine.

481.    The said County Roads Board is hereby authorized and
directed to employ a clerk and an attorney to said Board and to fix
their annual compensation and the manner of payment. If the clerk
and/or attorney appointed to the County Roads Board is the same
person or persons as the clerk and/or attorney to the County Com-
missioners, such compensation shall be in addition to that paid for
services to the County Commissioners. Said attorney may also be
paid additional fees in the discretion of said County Roads Board for
special services to it.

482.   The said County Roads Board is hereby authorized and em-
powered to employ such other personnel and to fix their compensation
and the manner of paying same as said Board deems necessary to
carry out its duties under this sub-title.

483.  In addition to their salaries or compensation above referred
to, the members, appointees and employees of said County Roads
Board shall receive traveling expenses for travel deemed necessary
by the County Roads Board.

484.  Whenever, during the effective period of the authority hereby
conferred upon said County Roads Board and prior to the repeal of
that authority, any specific authority is conferred upon Caroline
County relating to the public roads, bridges, drains, water courses,
public landings, culverts, ferries and curbs and gutters therein, it
shall be interpreted as vesting that authority in said County Roads
Board.

485.   The said County Roads Board is hereby authorized and em-
powered to borrow from time to time such sums of money as it may
deem necessary to carry out its duties under this sub-title, but not
to exceed Fifty Thousand Dollars ($50,000.00) in the aggregate at
any one time, and to issue its notes or certificates of indebtedness as
evidence of said loan. Said money when borrowed shall be paid into
and out of and accounted for along with other regular roads funds.

486.    The County Commissioners of Caroline County be and they
are hereby authorized and empowered, at such time as jurisdiction
over and control of the County roads system of Caroline County is
returned to said County, to purchase from the State Roads Commis-
sion of Maryland, and said State Roads Commission is hereby author-
ized to sell such road equipment as may by mutual agreement between
them be determined to be available for sale and necessary for con-
tinued use on the County roads system of said County. Such equip-
ment shall be purchased out of the general funds of said County (and
if funds are not available from the current year's budget, the County
