may borrow or use other funds temporarily for that purpose and in-
clude the same in the next year's budget) at a fair and equitable price
with due regard to the age and condition of the same. In the event
said two bodies are unable to agree on the price of said equipment,
they are hereby authorized and empowered, in their joint discretion,
each to select an arbiter and the two arbiters so named to select a
third arbiter, a majority of whom shall fix the price thereof, and the
price so fixed shall be final and binding upon both parties.

487. The County Commissioners of Caroline County are hereby
authorized and directed, in their discretion, to create surpluses from
time to time out of revenues received, not exceeding the sum of Two
Hundred Fifty Thousand Dollars ($250,000.00) in the aggregate at
one time, for use from time to time as said Commissioners shall
determine in supplementing the budgeted expenditures estimated for
the current year in carrying out the roads program of the County, the
school program, or for any other lawful County purpose.

488. The County Commissioners of Caroline County are hereby
authorized and empowered, from time to time, in their discretion,
to invest in United States Government bonds or evidences of indebted-
ness, unexpended revenues received from taxation, bond sales, lawful
distributions to it of funds from other governmental agencies or any
other funds properly received by it until it determines the funds are
needed for proper public purposes.

4.89. Any employees, including the County Roads Engineer, taken
over by the County Roads Board within the first three (8) months of
its existence under this sub-title who have until then been contribut-
ing to and have been covered by the State Retirement System shall,
for the purpose of enabling them in their discretion to thereafter con-
tinue the benefits of the State Retirement System while working for
the County Roads Board, be considered as employees of the County
Roads Board but not as employees of the County Commissioners of
Caroline County. Such employees may, however, and all new em-
ployees of said County Roads Board, shall be considered as employees
of the County Commissioners of Caroline County for the purpose of
securing Social Security Benefits under the provision of Article 7SB,
Sections 31 to 37 of the Code of Public General Laws of Maryland
(1951 Edition).

490. Anything in this Act or in law to the contrary notwithstand-
ing, said County Roads Board shall have full power and authority in
every respect over the public roads, bridges, drains, water courses,
public landings, culverts, ferries and curbing and guttering in the
County, including the power of condemnation now or hereafter avail-
able to the County Commissioners of Caroline County, Maryland,
under any public general or public local laws, including the power
to make all rules and regulations necessary to carry out the pro-
visions of this sub-title, to make contracts, to deal with employees, to
purchase and use all necessary buildings, land and equipment, and
to pass ordinances after reasonable public advertisement of them
and public hearings thereon, setting up enforcement and penal pro-
visions for violations of the rules and regulations and ordinances of
said Board relating to the use of any such roads, bridges, drains,
water courses, public landings, culverts, ferries, curbs and gutters.
