Roads pursuant to Article 89B, Section 17 S of the Code of Public
General Laws of Maryland (1951 Edition), and thereafter the said
County Roads Board for Caroline County shall have control and shall
regulate them.
478. The County Commissioners of Caroline County are author-
ized, empowered and directed at the time of making their annual levy
to levy such amount annually as in their opinion shall be necessary
for the building, repairing, reconstructing, maintenance and regu-
lation of the use of the public roads, bridges, drains, water courses,
public landings, culverts, ferries and curbs and gutters along same in
Caroline County, and for the purchase and maintenance of equipment
and for the purchase or rental of land or buildings to be used for that
purpose. The monies so levied shall simply be designated "for con-
struction, reconstruction and maintenance of County roads, bridges,
drains, water courses, public landings, culverts, ferries, curbs and
gutters, and purchasing and renting of equipment, land and buildings
in connection therewith", but no part thereof shall be earmarked
by said County Commissioners for specific purposes, all such authority
to so earmark being vested in said County Roads Board. All monies
so levied and received shall be deposited by the County Treasurer
in a special fund for that purpose and paid out of that fund by the
County Treasurer on requisition of said County Roads Board. Any
unexpended surplus remaining in said account at the end of any year
may be carried over and used by said County Roads Board in future
years to carry out the purposes of this sub-title or may be used on
account of the costs of next year's roads program. Title to any such
land, buildings or equipment purchased by the County Commissioners
of Caroline County or by said County Roads Board for Caroline
County shall be and remain in the County Commissioners of Caroline
County, Maryland.
4-79. The members of the County Roads Board for Caroline County
shall each receive, in addition to their compensation as County Com-
missioners, compensation from the County at the rate of Twenty-five
Dollars ($25.00) a day as members of said County Roads Board,
payable only upon attendance in performing said duties as members
of said Board but not otherwise; PROVIDED, HOWEVER, THAT
NO MEMBER OF THE COUNTY ROADS BOARD SHALL RE-
CEIVE AN AMOUNT IN EXCESS OF $600.00 PER ANNUM
FOR SERVING ON SAID BOARD. Said County Roads Board shall
meet on the first Tuesday of each month following the first meeting
in each month of the County Commissioners of Caroline County,
and as often thereafter as said County Roads Board shall deem it
necessary for the proper performance of its duties.
480. The County Roads Board shall within sixty (60) days after
the effective date of the taking over of the construction, reconstruc-
tion and maintenance of the County Roads in Caroline County, ap-
point some competent person as County Roads Engineer with the
qualifications set out in Article 89B, Section 178 of the Code of Public
General Laws of Maryland (1951 Edition). The first term of office
of said County Roads Engineer shall run till June 30, 1959, and suc-
ceeding terms thereafter shall run for four (4) years accounting
from the end of the previous term. He shall be subject to dismissal
by the County Roads Board during his term for proper cause. He
