CHAPTER 700
(House Bill 814)

AN ACT to repeal Sections 526 to 544, inclusive, of Article 6 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Caroline County/' sub-title "Roads," and to add sixteen new sec-
tions to said Article, said new sections to be known as Sections
476 to 491, inclusive, to follow immediately after Section 475
thereof, under the new sub-title "Roads," creating a County
Roads Board in Caroline County, providing its authority, duties,
responsibilities, compensations and expenses of its employees, the
time when it begins operations, the manner of receiving and ex-
pending funds and handling surpluses, its authority to borrow
money, to purchase or rent equipment, land and buildings, setting
up retirement provisions, giving County Commissioners authority
over same until Cpunty Roads Board begins operation, authoriz-
ing County Commissioners to levy annually for public roads, etc.
and earmark the funds, to purchase from State Roads Commission
equipment, borrow money for the purpose and submit the price
thereof for arbitration, to create surpluses out of revenues re-
ceived, to invest unexpended revenues in United States Govern-
ment bonds.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That Sections 526 to 544, inclusive, of Article 6 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Caroline County",
sub-title "Roads", be and they are hereby repealed and that sixteen
new sections be and they are hereby added to said Article, said new
sections to be known as Sections 476 to 491, inclusive, to follow im-
mediately after Section 475 thereof, under the new sub-title "Roads",
and to read as follows:

Roads

476.  A County Roads Board for Caroline County is hereby created,
and the Board of County Commissioners of Caroline County is hereby
constituted said County Roads Board. Said County Roads Board shall
enter upon its duties and assume the responsibilities and powers here-
in and hereinafter conferred when, but not until the effective date of
the taking over of the roads in Caroline County by the County Com-
missioners of Caroline County from the State Roads Commission of
Maryland pursuant to the provisions of Article 89B, Section 173 of
the 1951 Code of Public General Laws of Maryland.

477.   The County Commissioners of Caroline County shall have
control over the public roads, bridges, drains, water courses, public
landings, culverts, ferries and curbs and gutters along the same in
Caroline County, subject only to existing rights and duties of the
State Roads Commission of Maryland until Caroline County takes
over the construction, reconstruction and maintenance of its County
