POINTMENT; (2) OF HIGH MORAL CHARACTER, AND POS-
SESS A SOUND REPUTATION FOR SOBRIETY, HONESTY AND
INTEGRITY; (3) HAVE NO CRIMINAL RECORD; from a list of
three names submitted by the State Central Committee of the party
opposite to that of the License Commissioner, who

POINTMENT SHALL BE MADE FROM SUCH LIST, THE STATE
CENTRAL COMMITTEE SHALL FURNISH ADDITIONAL
LISTS OF THREE NAMES UNTIL AN APPOINTMENT HAS
BEEN MADE BY THE LICENSE COMMISSIONER. THE IN-
SPECTOR SHALL SERVE FOR THE TERM OF THE LICENSE
COMMISSIONER APPOINTING HIM AND SHALL BE DIS-
CHARGED ONLY FOR CAUSE INVOLVING DISHONESTY, IN-
COMPETENCE, IMMORAL CONDUCT OR faILURE TO PER-
FORM THE DUTIES IMPOSED BY LAW AND PRIOR TO HIS
DISCHARGE, HE SHALL BE GIVEN NOTICE OF THE
CHARGES AGAINST HIM AND AN OPPORTUNITY TO BE
HEARD BEFORE THE LICENSE COMMISSIONER EITHER IN
PERSON OR BY COUNSEL. THE INSPECTOR shall investigate all
alcoholic beverage licenses in Frederick County, enforce all alcoholic
beverage laws therein and investigate all violations of the alcoholic
beverage laws. The salary of the inspector shall be Thirty-six Hun-
dred Dollars ($3,600) per annum, and he shall receive mileage at the
rate of seven cents (7c) per mile, but such mileage shall not include
travel to and from the said inspector's home and the office of the
License Commissioner. The inspector shall have all the powers
of a peace officer or a constable or sheriff of the State of Maryland
in respect to the enforcement of the alcoholic beverage laws of Fred-
erick County, and shall make an oath, as provided in the Constitution
of Maryland, to faithfully perform the duties entrusted to him. The
inspector shall visit and inspect
AT UNANNOUNCED TIMES every
licensed premises in Frederick County at least every sixty days. The
inspector shall make weekly reports in writing to the License Com-
missioner covering his daily activities.
NO PERSON SHALL AC-
CEPT APPOINTMENT OR CONTINUE AS AN INSPECTOR IF
EITHER HE OR ANY MEMBER OF HIS IMMEDIATE faMILY
HAS ANY PERSONAL OR FINANCIAL INTEREST EITHER
DIRECT OR INDIRECT IN ANY LICENSE OR IN ANY LI-
CENSED PREMISES UNDER THE PROVISIONS OF THIS
ARTICLE.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.
