sion until such areas are included within the Washington Suburban
Sanitary District.

(e)   This section shall not apply to any water supply, sewage
collection and disposal

system constructed for the
sole purpose of serving a single family residence or a single building.

(f)  All acts or parts of acts however inconsistent with the pro-
visions of this section are hereby repealed to the extent of such
inconsistency, excepting, however, those relating to the authority of
the State Board of Health and specifically set forth in Article 43 of

the Annotated Code (1951 Edition).

(g)  Any individual, firm or corporation failing to comply with
the provisions of this Act shall be guilty of a misdemeanor and, upon
conviction thereof, shall be fined not less than $500.00. No convic-
tion hereunder shall in any manner relieve any person of the necessity
of securing and paying for a permit and complying with all other
applicable provisions of this Act.

SEC. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
ervation of the public health and safety and having been passed by
a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 665
(House Bill 511)

AN ACT to add a new Section 149 (e-1) to Article 2B of the Anno-
tated Code of Maryland (1951 Edition), title "ALCOHOLIC BEV-
ERAGES", SUB-TITLE "Boards of License Commissioners", to
follow immediately after Section 149 (e) thereof, relating GEN-
ERALLY to the appointment, salary, powers, QUALIFICATIONS,
TENURE, REMOVAL, and duties of an alcoholic beverages in-
spector in Frederick County.

SECTION 1. Be it enacted by the General Assembly of Maryland,
That a new Section 149 (e-1) be and it is hereby added to Article 2B
of the Annotated Code of Maryland (1951 Edition), title "ALCO-
HOLIC BEVERAGES", SUB-TITLE "Boards of License Commis-
sioners", to follow immediately after Section 149 (e) thereof, and
to read as follows:

149.

(e-1). The License Commissioner of Frederick County shall appoint
a full-time inspector
WHO SHALL POSSESS THE FOLLOWING
QUALIFICATIONS: (1) A RESIDENT OF THE COUNTY AND
A REGISTERED VOTER THEREIN FOR AT LEAST TWO
YEARS IMMEDIATELY PRECEDING THE DATE OF HIS AP-
