terest; that the maintenance of market places is and has always been
recognized as a public function; that the vast quantities of eggs,
butter, poultry, fish, fruits, vegetables and other products brought
annually from all parts of the United States into the Wholesale
Markets in Baltimore are obliged to pass through market facilities
which are too obsolete and inadequate to meet present needs; that
the obsolescence of these markets is responsible for much of the high
cost of food handling and for the deterioration which takes place
between the wholesale markets and the consumer's door step; that
modern facilities would result in a great annual saving; that the need
of a modern market or markets has been urged for the past thirty
years, and that, in spite of this great need, repeated efforts on the
part of the State of Maryland, the City of Baltimore, the produce
trade, the growers, and the railroads have failed to bring about the
creation of satisfactory Wholesale Markets; and

WHEREAS, It has been further found that the construction of and
maintenance of Wholesale Markets would require the expenditure
of a large sum of money; that the financial systems of the City of
Baltimore and the other political sub-divisions of the State are not
designed to handle projects of this type on a non-profit, self-liquidat-
ing basis, and the best method of distributing responsibility for this
problem and of achieving the creation of a market is to
create and empower a Market Authority as a public corporation, the
function of which would be to acquire land for and to locate, build,
alter, repair, maintain, own, and operate a wholesale produce market
in cooperation with the State and City Governments and the trade;
and

WHEREAS, The public health and safety of the citizens of the State
of Maryland are adversely affected by the ruinous dilapidated, unsafe,
obsolete, and unsanitary condition of said Centre or Marsh Market.

WHEREAS, It is desirable and in the public interest that said con-
ditions be eliminated and corrected and that a more economical and
modern method of marketing wholesale produce in the State of Mary-
land and in Baltimore City be established by the construction of a
modern, sanitary, and accessible market, including parking and other
ancillary facilities, as may be deemed necessary or advisable; and

WHEREAS, It appears that sufficient revenue will be derived from
the operation of the market to amortize the cost thereof within a rea-
sonable period, and it is therefore deemed proper that the construc-
tion of a modern and improved wholesale produce market be defrayed
through the issuance of bonds payable solely from such revenue and
without in any way increasing the public debt burden or credit of
the citizens of the State of Maryland or any of its political subdivi-
sions, and that the faith, credit and general taxing power of the
State of Maryland or any of its political subdivisions should in no
way be pledged or appropriated to that purpose; now therefore,

SECTION 1. Be it enacted by the General Assembly of Maryland,
(Title.) This act may be cited as "The New Marsh Wholesale Prod-
uce Market Authority Act."
