SEC. 2. And be it further enacted, That this Act shall take effect

AN ACT creating the New Marsh wholesale produce market authority
as an instrumentality of the State of Maryland MAYOR AND
CITY COUNCIL OF BALTIMORE; providing for the appointment
of the members of said authority; authorizing said authority to
establish, construct, erect, acquire, repair, remodel, add to, extend,
improve, equip, operate, and maintain a public wholesale produce
market TO RELOCATE AND/OR REPLACE CENTRE OR
MARSH MARKET, including parking and other ancillary facili-
ties appurtenant thereto or in connection therewith; conferring
powers and imposing duties upon the authority, upon the Gov-
ernor of the State of Maryland, and upon the Mayor and City
Council of Baltimore; authorizing the issuance of revenue bonds
of the authority payable solely from the revenues of such market;
providing for the fixing, charging, and collecting of rates and
charges for the facilities of such market, including parking and
other ancillary facilities for the payment of such bonds and for
the cost of maintaining, repairing, and operating such market
authorizing fee

authorizing the
acceptance of appropriations by the municipal, state or federal
government; providing that no debt of the State of Maryland or
any of its political subdivisions shall be incurred in the exercise of
any of the powers granted by this act; providing for the execution
of trust agreements to secure the payment of such revenue bonds
without mortgaging or encumbering the market; exempting such
market and the revenue bonds and interest from taxation; and
providing for the issuance of revenue refunding bonds.
WHEREAS, The Governor of the State of Maryland appointed a
committee of qualified individuals to study the marketing of produce
in the City of Baltimore as requested by the General Assembly of
1953.
WHEREAS, This committee recommends that the Marsh or Centre
Market be moved to a new location of sufficient area to accommodate
the necessary facilities for an adequate produce market and the future
expansion thereof.
WHEREAS, It has been found and is hereby declared that the mar-
keting of produce, as hereinafter defined, is a matter of public in-
