under the powers bestowed by Article 25 of the Annotated Code of
Maryland (1954 Supplement) Sections 156-162 inclusive, to advance
from County general surplus funds, such funds as may become neces-
sary to repair or replace existing erosion prevention facilities; such
advances not to exceed in total five per centum (5%) of the total
assessable basis of the Taxing and Assessment District involved, to
be repaid over a period of not in excess of ten (10) years, and at a rate
OF INTEREST equal to the then existing return on investments of
other county funds; further to authorize a special levy annually in
said District in an amount sufficient to repay said advances over the
period of years as provided, plus the amounts required for regular
maintenance and repair, plus such administrative cost as may be
anticipated,
SUCH ADMINISTRATIVE COST not however to
exceed,
IN ANY ONE YEAR, five per cent (5%) of the ANNUAL
special levy or One Hundred Dollars ($100.00) whichever is greater.

Provided that the sum total of outstanding advances under this
section, may not at the time they are authorized, exceed ten per
centum (10%) of the total general county surplus available at the end
of the preceding fiscal year.

PROVIDED FURTHER THAT BEFORE ANY ADVANCE
SHALL BE MADE BY THE COUNTY COMMISSIONERS OF ANNE
ARUNDEL COUNTY ACTING AS A DISTRICT COUNCIL TO A
PARTICULAR TAXING AND ASSESSMENT DISTRICT THE
SAID DISTRICT COUNCIL SHALL REQUIRE THAT FIFTY PER
CENT (50%) OR MORE OF THE PROPERTY OWNERS IN THE
PARTICULAR TAXING AND ASSESSMENT DISTRICT SIGN A
PETITION EXPRESSING THEIR FAVORABLE CONSENT FOR
SUCH ADVANCE, LOAN, OR AND SPECIAL TAX.

SEC. 2. And be it further enacted, That this Act shall take effect
June 1, 1955.

AN ACT to repeal and re-enact, with amendments, Section 38 (x) of
Article 87 of the Annotated Code of Maryland (1951 Edition),
title "Sheriffs", sub-title "Compensation and Duties", and to repeal
and re-enact, with amendments, Section 24 (b) of Article 36 of said
Code, title "Fees of Officers", sub-title "Sheriffs", AND TO ADD
SECTION 24(D) TO SAID ARTICLE AND SUB-TITLE TO FOL-
LOW IMMEDIATELY AFTER SECTION 24(C) THEREOF, re-
lating to the compensation of the Sheriff, Chief Deputy Sheriff,
Deputy Sheriffs and of other employees of the Sheriff's office of
Baltimore City and to the fees chargeable by that office for certain
