To the Clerk of the Court of Appeals:
I, CLAUDE B. HELLMANN, SECRETARY OF STATE OF THE STATE OF
MARYLAND, pursuant to the direction contained in Section 210 of
Article 33 of the Annotated Code of Maryland (1951 Edition) DO
HEREBY CERTIFY, That at an Election held in the Town of Sykesville,
Carroll County, Maryland, May 7, 1957, an Act known as Chapter
457 of the Acts of the General Assembly of 1955, was submitted to
the voters of the Town of Sykesville, Carroll County, Maryland, for
their adoption or rejection under the provisions of Chapter 457 of
the Acts of 1955, said Act being as follows:
"The Mayor and Common Council are hereby directed and
authorized, in making their annual levy of taxes after the
issuance of any bonds, as provided in Section 362 or any
notes as provided by Sectian 362A, to levy a sum sufficient
to pay the interest on such bonds or notes, and further that
the effectiveness of this Act shall be subject to the require-
ment of Section 5 of Article 11E of the Constitution of Mary-
land, that no local law shall become effective in regard to a
municipal corporation until it shall have been approved at a
regular or special municipal election".
AND I DO CERTIFY, that at such election 77 votes were cast in favor
of the adoption of Chapter 457 of the Acts of 1955, and 136 votes
were case against the adoption of said Chapter 457, and a majority
of the votes being cast against the adoption of said Chapter 457 of
the Acts of 1955 the said Act has has therefore failed of ratification.
