To the Clerk of the Court of Appeals:
I, CLAUDE B. HELLMANN, SECRETARY OF STATE OF THE STATE OF
MARYLAND, pursuant to the direction contained in Section 210 of
Article 33 of the Annotated Code of Maryland (1951 Edition) DO
HEREBY CERTIFY, That at a Special Referendum Election held in the
Town of Sykesville, Carroll County, Maryland, May 3, 1955, an Act
known as Chapter 326 of the Acts of the General Assembly of 1955,
was submitted to the voters of the Town of Sykesville, Carroll
County, Maryland, for their adoption or rejection under the provi-
sions of Chapter 326 of the Acts of 1955, said Act being as follows:
"The Mayor and Common Council of Sykesville be and they are
hereby authorized and empowered, whenever in their judg-
ment the needs of the town require, to borrow on the faith and
credit of the said town of Sykesville, sums to be used for
municipal purposes.
The effectiveness of this Act shall be subject to the require-
ment of Section 5 of Article HE of the Constitution of Mary-
land that no such local law shall become effective until it shall
have been approved at a regular or special municipal election".
AND I DO CERTIFY, that at such election 81 votes were cast in favor
of the adoption of Chapter 326 of the Acts of 1955, and 72 votes were
cast against the adoption of said Chapter 326, and a majority of the
votes being cast in favor of the adoption of said Chapter 326 of the
Acts of 1955, the said Act has been ratified by the voters of Sykes-
ville, Carroll County, Maryland.
