(Senate Joint Resolution 6)
Joint Resolution requesting the State Roads Commission and the
Director of Public Works of the City of Baltimore to confer to-
gether for the purpose of identifying and agreeing upon the
primary highway system of the City of Baltimore, for ascertaining
an adequate unit of cost for the operation and maintenance of
such primary highway system and for considering a plan under
which the State would include the improvement of the City's
primary highway system in the State's program for the construc-
tion and reconstruction of State roads.
WHEREAS, During the course of an extensive review of the distribu-
tion of State funds to the political subdivisions, the Committee on
Taxation and Fiscal Matters had made a careful study of the distribu-
tion of State funds to the City of Baltimore for the maintenance and
improvement of the City's streets; and
WHEREAS, After intensive research the Committee has been unable
to ascertain the basis upon which the present distribution of State
highway funds to Baltimore City is made; and
WHEREAS, The Committee believes that funds granted to Balti-
more City should be related to the cost of maintaining an adequate
system of arterial and radial highways within the City; now, there-
fore be it
Resolved by the General Assembly of Maryland, That the State
Roads Commission and the Director of Public Works of Baltimore
City be and they are hereby requested to confer together for the
purpose of (1) identifying and agreeing upon the primary highway
system of the City of Baltimore; (2) ascertaining an adequate unit
of cost for the operation and maintenance of such primary highway
system; and (3) considering a plan under which the State would
include the improvement of the City's primary highway system in
the State's program for the construction and reconstruction of State
roads.
Such a plan should assure that the improvement of the City's
primary highway system would at least be equal to any improvement
program which would be possible under the present allocation of
State highway funds to Baltimore City. The plan should also specify
that funds for the improvement and maintenance of the City's
primary highway system be paid to and expended by the City au-
thorities if it is agreed that this is the most efficient way to carry
out the program; and be it further
Resolved, That the State Roads Commission and the Director of
Public Works of Baltimore City are requested to undertake this study
at the earliest possible date with the objective that a report be made
to the Legislative Council not later than October 1, 1958.
