(Senate Joint Resolution 14)
Senate Joint Resolution proposing that the State of Maryland, act-
ing through the Department of Public Improvements, shall make
full use of the abundant, dependable and economical supplies of
coal readily available for the heating of public buildings.
WHEREAS, It has come to the attention of the members of the Gen-
eral Assembly that some of our State owned buildings, that were
originally equipped to burn coal, have recently been converted to
oil for heating purposes; and
WHEREAS, Coal is a product of our own State, while oil has to
be imported from other far away States or from foreign countries;
and
WHEREAS, Coal is cheaper than oil for heating, and the price of
coal remains fairly stable, while oil supplies and oil prices are un-
predictable, because such petroleum products are extremely sensitive
to world conditions; and
WHEREAS, In any kind of national, or international crises, oil
supplies may become critical and prices may shoot upward, and in
these unsettled times, any war or threat of war would likely result
in short supplies for domestic consumption and such supplies of oil
that would then be available would probably be rationed by the
Federal Government, causing inconvenience to our State employees,
and disrupting the State service; and
WHEREAS, The production and sale of coal is necessary and im-
portant to the economy of our Western Maryland Counties, such
business creating employment, and contributing to the economic
welfare of our people; now, therefore be it
Resolved by the General Assembly of Maryland, That since coal
is cheaper, and in abundant supply, and is produced right here in
our own State, the Department of Public Improvements is hereby re-
quested to take full advantage of the abundant supplies that a
Divine Providence has placed at our disposal, and to use coal for
heating our State owned buildings especially since such a policy
will result in a savings to the taxpayers of our State and at the
same time assist in maintaining a more stable economy within the
two Westernmost counties of our State.
