or a majority of them, shall, by their clerk; be entered
in a book to be kept by him for that purpose, and shall
be opened at all times for the inspection of any person
interested, and copies of all ordinances shall be put up
in the most public places of said town, that the same
may be generally known.

CHAP. 367.

SEC. 11. And be it enacted, That the said com-
missioners shall have power and authority to determine
upon and regulate all matters relating to the erecting or
building of wharves in said town, to regulate the mov-
ing of rafts, arks and boats, and to prevent all nui-
sances and obstructions from being placed in the waters

of the said creek and harbor in front of said town.

SEC. 12. And be it enacted, That said commis-
sioners shall have full power and authority to levy and
collect taxes in said town, not exceeding in any year
one dollar in the hundred dollars, on the assessable
property of said town, and for the purpose of making
said levy they shall once in every three years, or often-
er if they think proper, appoint an assessor, who shall,
under oath, value, appraise and assess the property in
said town, in the same manner and with like authority
as county assessors proceed to assess in the county.

SEC. 13. And be it enacted, That if any owner
or owners of property assessed within said town, shall
conceive themselves aggrieved by the assessment so as
aforesaid made by the said assessors, they may appeal
to said commissioners, who shall have power and au-
thority to make such deductions from the valuations of
their property as to them seem reasonable and just.

SEC. 14. And be it enacted, That the said com-
missioners, be, and they are hereby empowered to pass
all by-laws and ordinances necessary to give effect and
operation to all the powers vested in this corporation ;
to impose fines, penalties and forfeitures for the breach

dollars.

SEC. 15. And be it enacted, That if any person or
persons shall refuse or neglect to pay their taxes, fines
or forfeitures, charged against them by virtue of this
act, it shall and may be lawful for the said commis-
sioners to collect the same, in the same manner, and
with the same cost that small debts are collected out of
court.
