in the precincts of Baltimore which lies east and north
of the city, and within the limits hereinafter describ-
ed, that it would add much to the public good and
convenience, if commissioners " were appointed to
grade, level, pave and repair the streets which are now
laid out, or may hereafter be laid out within the said
limits; and to establish the corners thereof, and con-
demn the same as public highways, and to remove
nuisances and obstructions that now are or hereafter
may be in such streets, squares, lanes or alleys: —
Therefore,

1811.

BE IT ENACTED by the General Assembly of
Maryland, That the inhabitants of that part of the
Eastern precincts of the city of Baltimore which lies
within the limits and lines following, to wit: begin-
ning at the intersection of the lines of the city and pre-
cincts in Market-street, Fell's-Point, and running
thence with and on the east side of a road which runs
from the said street northerly and west of the hospital,
until it intersects Harford run; thence with a straight
line southerly to the intersection of Aisquith street and
the old Harford road; thence with a straight line west-
erly to a new street laid out by Dr. Stevenson, im-
mediately south of his house; thence with the north
side of the said street to Jone's-Falls; thence with the
said Falls to the line of the city, and thence with the
lines of the city to the beginning; and who are quali-
fied to vote for delegates to the General Assembly of
Maryland, shall, on the first Monday in March next, or
within ten days thereafter, and on the first Monday in
March in each and every year hereafter, or within ten
days thereafter, elect by ballot, five persons, who shall
reside within the said limits, and shall hold real or
lease-hold property therein, who shall be called Com-
missioners of the Eastern Precincts of Baltimore; and
who, or a majority of them, shall do and perform ail
the duties hereinafter prescribed and required of them;
and in case of death, resignation or removal of any of
the said commissioners, the remaining commissioners,
or a majority of them, shall forth with proceed, by bal-
lot, to fill such vacancy or vacancies.

2. AND BE IT ENACTED, That it shall be lawful
for the levy court of Baltimore county, and they are
hereby directed and required, at their session next pre-
ceding the said election, and at their session next pre-
ceding the election every year thereafter, to appoint
three fit and proper persons to superintend and judge
the said elections; any two of whom shall be a quo-
rum; which said judges shall appoint a clerk to lake
