Preamble and Resolutions in favor of William H. Black-
iston, and his Securities.
WHEREAS, it has been represented to this General As-
sembly, that William H. Blackiston, late collector of
Kent county, has been so afflicted with ill health, as to
be unable to complete his collections and to settle his
accounts with the Treasurer of the State — Therefore,
Resolved by the General Assembly of Maryland,
That all proceedings on the judgments obtained by the
State of Maryland, in Kent county court, against Wil-
liam H. Blackiston, and his securities, at September
term, eighteen hundred and forty-nine, be suspended
until the first day of March, eighteen hundred and fifty-
five; provided, the said William II. Blackiston, or his
securities, shall pay the Said judgments in the following
manner, that is to say: one-fifth of the said judgments,
and all the interest and and costs thereon, on or before
the first day of March, eighteen hundred and fifty-one;
one-fifth of the said judgments, and all the interest due,
on or before the first day of March eighteen hundred
and fifty-two; one-filth of the said judgments, and all
the interest due, on or before the first day of March,
eighteen hundred and fifty-three; one-fifth of the said
judgments, and all the interest due, on or before the first
day of March eighteen hundred and fifty-four, and one-
fifth of the said judgments, the residue thereof, and the
interest due thereon, on or before the first day of March,
eighteen hundred and fifty-five; provided, that these re-
solutions shall not take effect, until the said William H.
Blackiston, and his securities, shall have filed with the
clerk of Kent county court, to be filed amongst the pa-
pers in the case, and with the Treasurer of Maryland,
their assent to these resolutions, in writing, under their
hands and seals.
Resolved further, That should the Governor of this
State, at any time previous to the said first day of March,
