creation of teachers and pupils, not exceeding two in any
one year, nor longer than three weeks each; and provi-
vided further, that if the said district school shall not
be kept open the entire year, with the exception of the
vacations aforesaid, the said district shall not be entitled
to receive the whole of the said sum of two hundred
dollars, but only a proportionate part thereof, the unpaid
balance to be carried at the end of the year into the gen-
eral county fund.

CHAP. 221.

SEC. 14. And be it enacted, That each local board of
district trustees shall have the right to select and contract
with their own teacher or teachers; provided however,
that every such teacher, before he or she. enters upon
his or her duties in the said district school, must obtain
from the board of education a certificate of bis or her
qualifications; it shall be the duty of the trustees of each
school district immediately upon employing a teacher
to make report thereof, with the name of the teacher
chosen to the superintendent, who shall keep a record
thereof, and of the names of all teachers who shall
have obtained from the board of education, certificates,
of qualification; and if any local board of trustees shall
contract with and employ any teacher who has not ob-
tained a certificate of his qualification from the board of
education, such district shall not be entitled to receive
from the superintendent, any contribution from the
county funds to pay the salary of any such teacher un-
til he or she has been examined by the said board of
education, and found to be qualified.

SEC. 15. And be it enacted, That the trustees of
each of the several district schools shall visit the schools
in their respective districts, at least once in every quarter,
and shall make a careful examination into the character
of the discipline, the proficiency of the pupils, the books
that are in use, the condition of the building and the
fixtures, and while visiting the school, the said trustees
shall have entire .control of it, may direct its exercises
and conduct the examination of the classes themselves,
or require the teacher to conduct it in their presence,
they shall make quarterly reports to the board of educa-
tion or superintendent, in the form prescribed by him,
of the number of scholars in their respective districts,
the average attendance at the school, the name or names,
and the salary or salaries of their teacher or teachers,
male and female, the length of time the school has been
kept open during the quarter, and the improvement and
general condition of the school.
