1849.

SEC. 8. And be it enacted, That the said board of
school commissioners, shall have power to establish as
many schools in the county as the school fund may
be adequate to support and in such situations as the
public convenience may require, and to provide suita-
ble rooms for their accommodation, to employ teachers,
and fix their salaries, to prescribe the course of study
and books to be used, to make all such bye-laws for
their own government, and rules and regulations for
the management of the schools, the age and admis-
sion of pupils, not inconsistent with the laws of this
State, as they may deem expedient, and the same to

modify and repeal at their pleasure; provided, that
each pupil shall pay, in advance, a sum not exceeding
one dollar per quarter, and the same advance shall be
required for each quarter during the continuance of
such pupil in the school, unless exempted therefrom
by some one of the school commissioners, certified to
the teacher in writing.

Proviso.

SEC. 9. And be it enacted, That the draft of the
president of the board of school commissioners shall
be sufficient authority for the treasurer to pay any
sum that may be standing to the credit of the public
school fund.

SEC. 10. And be it enacted, That the executive board
of school commissioners shall have power and are
hereby authorised to lease, for one or more years,
suitable buildings for the use of the public schools,
and whenever the school fund shall be deemed suffi-
cient, they may procure lots, by lease or purchase, in
the name of Harford county, and erect suitable build-
ings thereon, for the said public .schools.

SEC. 11. And be it enacted, That if any person or
persons shall at any time make a donation of land or

houses, and land suitable for the public schools, it
shall be the duty of the board of school commission-
ers to require deeds of the same to be taken in the
name of Harford county, for the use of the public
schools.

SEC. 12. And be it enacted, That the treasurer afore-
said shall keep the accounts and books of said board,
and shall be allowed a compensation, to be paid from
the school fund, not exceeding one hundred dollars
per annum, and that each member of said board shall
be allowed one dollar per day, for every day that he
shall be present at the meeting of said board for the
transaction of its business.
