SEC. 2. And be it enacted, That the commissioners
of Harford county, shall have full power and authority
to levy a tax not exceeding eight cents on the hundred
dollars, upon the assessable property of said county, to be
collected as other county charges, said tax when collec-
ted, to be applied to the support of the public schools
authorised to be established by the first section of this
act. and for no other purposes.

Application of
present school
fund.

SEC. 3. And be it enacted, That the present school
fund belonging to said county, shall be applied to the
use of the public schools.
|
|
|
To receive do-
nations, &c.
|
SEC. 4. And be it enacted, That the county com-
missioners, be and they are hereby authorised to receive
all devises, bequests and donations, which may be made
for the benefit of said public schools, and to pay the
same over to the person or persons authorised to receive
the same, in the manner hereinafter to be provided.

To appoint
School commis-
sioners.
|
SEC. 5. And be it enacted, That the commissioners
of Harford county ,shall annually, in the month of Jan-
uary, in each and every year, appoint three suitable per-
sons, in each election district in said county, to be call-
ed the school commissioners of Harford county, who
shall continue in office for one year, and from the end
of that time until their successors shall have been ap-
pointed.

Executive
board of school
commissioners.
|
SEC. 6. And be it enacted, That at the time of mak-
ing the appointment as aforesaid, the county commis-
sioners shall designate one of the said school commis-
sioners from each election district to form the executive
board of school commissioners for said county, and shall
convene said executive board, within twenty days from
their appointment, at the office of the county commis-
sioners.

President and
Secretary.
|
SEC. 7. And be it enacted, That at the first meeting
of said executive board, or at some subsequent meeting
held by special adjournment, they shall proceed to the
election of a president and secretary from their own.
board, to be chosen by a majority of votes of the whole
board, and said president and secretary shall hold their
offices during the period prescribed by the fifth section,
of this act, and if any vacancy shall occur, either in the
office of president or secretary, from death, resignation
or legal disability, it shall be the duty of the board to
fill up the same at the earliest day practicable, by a new
election, and in all cases, any four of the said board
shall constitute a quorum for the transaction of business,
and that the register of wills of said county shall be ex-
officio treasurer of the board.
