and receive by virtue of this act, said toll gatherer shall
forfeit ten dollars for every such offence, for the use of
the county in which said forfeiture shall be incurred.

CHAP. 161.

SEC. 14. And be it enacted, That the president and
managers of said company shall keep a fair and just, ac-
count of all monies received, either by subscription of for
penalties as aforesaid, and of all monies paid out in the
prosecution of the said work, and shall once a year sub-
mit such account to a general meeting of the stockhold-
ers, and if the said capital stock be insufficient to com-
plete the said road, according to the true intent and
meaning of this act, it shall and may be lawful for the
said president, managers and company, to increase their
number of shares, sufficiently to accomplish the work
and receive subscriptions, and demand the same on the
original terms, or as shall be provided by their bye-
laws.

SEC. 15. And be it enacted, That the drivers of car-
riages of all kinds, shall keep their horses and carriages
on the right hand side of said road, leaving the other
side of the road free and clear for carriages to pass and
re-pass, and if any driver shall offend against this provi-
sion, he shall forfeit and pay not exceeding ten dollars,
to any person who shall be obstructed in his passage,
the same to be recovered as in debt with costs, before
any justice of the peace in the county.

SEC. 16. And be it enacted, That nothing contain-
ed in this act, shall be so construed as to authorise the
said company, to issue any note, token, device or other
evidence of debt, to be used as currency.

SEC. 17. And be it enacted, That this act of incor-
poration shall enure for twenty-five years from its pas-
sage, and that the Legislature reserves the right to alter
or annul this act at pleasure.

In force, &c.

An act entitled, an act to establish Public Schools in
Harford County.

Passed Feb. 27,
1850.

SECTION 1. Be it enacted by the General Assembly
of Maryland, That the commissioners of Harford coun-

ty, be and they are hereby authorised and directed to
establish public schools in Harford county.
