1846.

SEC. 7. And be it enacted, That the trustees elected
by the fifth section of this act, shall elect one of the said
trustees as their president, who shall preside in all their

meetings, and authenticate by his signature the. acts of
said trustees and said president and trustees shall have

full power and authority to employ a teacher or teachers,
and to make all rules and regulations, from time to time,
for the government of the schools of their respective
districts, and the same to alter; change and abolish, as

they may think proper.

SEC. 8. And be it enacted, That the aforesaid trustees
shall have full power and authority in all the primary
school districts in election district number two, to levy
upon all the assessable property within the limits of their
respective districts, a sum not to exceed twenty cents in
the hundred dollars for any one year, and said levy to
be made according to the county assessment, which as-
sessment shall be copied from the commissioner's records
for said county, in a book to be kept by the trustees for
that purpose, which shall be corrected annually before

the levy is made.

SEC. 9. And be it enacted, That when the levy afore-
said shall have been made, the trustees may appoint a
collector to collect the taxes so levied, in the same man-
ner, and under the same laws that State and county taxes
are collected, and said collector shall give sufficient bond
to the trustees for the faithful performance of his duty,
whose compensation shall be fixed by said trustees; the
taxes, when collected, shall be paid over to the president
of the board of trustees, at the time fixed by the said
trustees, by him to be applied to the payment of the ex-
penses of carrying on said schools; and that in case the
collector shall fail or refuse to make the payments afore-
said, the trustees are hereby authorised and empowered
to proceed against said collector, in the same manner as
collectors are now proceeded against by law.

SEC. 10. And be it enacted, That at the expiration of
the term of service of the trustees herein specified, they,
or a majority of them, shall hold an election in the same
manner specified in the fifth section of this act, which
duty shall be performed by the board of trustees at the
expiration of their term of service hereafter while this

act shall continue in force.

SEC. 11. And be it enacted, That the commissioners
appointed by the provisions of this act, shall have full
power and authority to define the lines of the Hillsbo-
rough school district, and make a return thereof with the
