of the eleventh. twelfth, thirteenth, fourteenth and fifteenth
sections of the act creating said corporation, AND WHERE-
AS, it is apprehended that the said provision has the ef-
fect wholly to repeal the fundamental articles of the Me-
chanic's Bank of Baltimore, as contained in the original
charter, passed eighteen hundred and six, and the acts
supplementary thereto, and to substitute in their place the
fundamental articles of the Merchant's Bank of Baltimore,
as contained in the act incorporating the same, passed De-
cember session, eighteen hundred and thirty-four, chapter
two hundred and ten, which wholly omits sundry pro-
visions contained in the fundamental articles of the char-
ter of the Mechanic's Bank, and supplies others inappli-
cable and doubtful of their true intent and meaning; the
President and Directors of the Mechanic's Bank of Balti-
more have prayed for the passage of an explanatory and
declaratory act, so far as the said bank is concerned—
Therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the charter of the President and Direct-
ors of the Mechanic's Bank of Baltimore, be and the same
is hereby declared to be extended and continued in force
|

until the end of the year eighteen hundred and fifty-seven.
SEC. 2. And be it enacted, That the affairs of said cor-
poration shall be conducted by a president and thirteen
directors, appointed by the stockholders, together with
such others as may from time, as hitherto, be appointed
by the State, and that every stockholder and every person
who shall become a stockholder in the Mechanic's Bank
of Baltimore, and being a citizen of the United Stales and
a resident within this State, shall be eligible to be chosen
directors of said bank, and that at all future elections for
directors, it shall be deemed a sufficient compliance with
the intent and meaning of all prior acts, so far as they ap-
ply to the President and Directors of the Mechanic's
Bank of Baltimore, if a majority of the whole number of
directors, howsoever elected or appointed, are practical
mechanics or manufacturers, actually carrying on some

SEC. 3. And be it enacted, That the president and di-
rectors for the time being, shall give six weeks public
notice, in two or more of the daily newspapers published
in the city of Baltimore, of the time and place of holding
the annual election, which shall be made on the first Mon-
day in June next, and on the first Monday of June every
