moral character from any grammer school, high school or
preparatory school, as are desirous of preparing for a pro-
fessional life or for the duties of school keeping.
SEC. 13. And be it enacted, That the said Newton
University hereby incorporated shall be, and hereby is
authorised to establish and use a corporate seal, and the
same to break and alter at pleasure, and that the said Uni-
versity shall sue and be sued, in its said corporate name.

SEC. 14. And be it enacted, That this charter and every
part thereof, shall be good and available in law, according'
to the true intent and meaning thereof, and shall be con-
strued so as most effectually to answer the valuable end of
this act, for the general advancement of useful knowledge,
science and virtue.

SEC. 15. And be it enacted, That nothing in this act
shall be construed so as to authorise the said corporation
to issue any note, token, device, scrip or other evidence
of debt, to be used as currency.

SEC. 16. And be it enacted, That all the property, estate
and joint stock of said corporation, shall be bound and
answerable for any contracts or engagements made, or lia-
bilities incurred by a quorum of the said regents or through
their agency, or by authority, and the said regents shall in
no wise be answerable or liable therefor in their individual
capacities or private estates, but that the president of the
said University for the time being, shall be liable person-
ally for all contracts made, or debts incurred by him for
the benefit or use of the said University, and all property
held by the regents for the benefit or use of the said Uni-
versity, shall be liable for all contracts made, or debts in-
curred by the said president as aforesaid.

SEC. 17. And be it enacted, That the State of Maryland
reserves to itself the right to modify, amend or repeal this
act at any time.

An act to encourage the more effectual apprehending of
Runaway Servants and Slaves.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That from and after the passage of this act,
the sum allowed for seizing, taking up and securing
any runaway slaves, between the ages of fifteen and
forty-five, more than twenty, and less than thirty miles
